Swan Falls Settlement Overview

In October 1984, the Swan Falls Agreement resolved an ongoing dispute between the Idaho Power Company and the State of Idaho over how to balance agriculture water use with hydropower needs in the Snake River Basin. The Agreement established minimum stream flows at the Murphy Gage near the Swan Falls Dam of 5,600 cfs during the non-irrigation season (November 1 – March 31) and 3,900 cfs during the irrigation season (April 1 – October 31). It also created a block of “Trust Water” available for new appropriations through what are now referred to as “Trust Water Rights” (TWR). The Agreement was reaffirmed by all parties in 2009. When stream flow in the Snake River at the Murphy Gage falls below the established minimums, TWRs may be subject to curtailment.

In May 2026, IDWR released the Trust Water Rights (TWR) Interactive Map. This tool, developed for Trust Water Right holders, watermasters, and water resource managers, complements the resources available on this website. The TWR Interactive Map supports priority administration of TWRs with two key features: real-time flow data at the Swan Falls Dam and detailed TWR information, including location, water source, diversion amounts, and associated Water District information.
