Water District 29G is composed of the waters of Birch Creek and tributaries upstream from the confluence of Birch Creek and Marsh Creek in NW1/4SW1/4 Section 30, T11S, R37E, B.M.

Water District 29O is composed of the Bannock Creek Drainage in Administrative Basin 29, and located within Power and Oneida counties. The district includes surface water and groundwater rights, except groundwater rights used for domestic and stock uses as defined in Idaho Code §§ 42-111 and 42-1401A(11), and groundwater rights located within Water District 120 overlying the Eastern Snake Plain Aquifer. Additionally, the district excludes from administration those water rights administered by Shoshone-Bannock Tribes and/or the United States pursuant to the 1990 Fort Hall Indian Water Rights Agreement and as decreed by the SRBA District Court in its Partial Final Consent Decree Determining the Rights of the Shoshone-Bannock Tribes to the Use of Water in the Upper Snake River Basin, dated August 2, 1995 (see SRBA General Provisions).

Water District 75A includes all surface and ground water rights within the district boundary, except domestic and stockwater rights as defined by Idaho Code §§ 42-111 & 42-1401(A)(11), and rights used for in-stream watering of livestock as defined by Idaho Code §42-113. Main stem Salmon River diversions within the WD 75A boundary are excluded except for those described by a specific water right condition.

Water District 130 includes ground water rights in Basins 36, 37 and 43 within the Eastern Snake Plain Aquifer (ESPA) Area of Common Ground Water Supply, and rights in Basins 36 and 37 diverted from springs or spring-fed streams discharging from the ESPA in the Thousand Springs area, excluding Water District 36A. Water District 130 excludes small domestic and stockwater rights as defined by Idaho Code Sections 42-111 and 42-1401A(11). Rights in the district diverted from springs or spring-fed streams discharging from the ESPA in the Thousand Springs area are located between the Snake River canyon rim and the Snake River. The district includes the lower portion of the Malad River and sources tributary to the Malad River located downstream and west of the point where the boundary common to Township 6 South and Range 13 East, and Township 6 South and Range 14 East crosses the Malad River (approximately where Interstate 84 crosses the Malad River). Water District 130 was created by Department Order dated 2/19/2002, and amended by Department Orders dated 1/8/2003 and 11/14/2006. The Department's Order Modifying Water District 37 dated 9/17/2013 clarified the boundaries between Water District 37 and Water District 130 on the lower Malad River.

Water District 170 is an umbrella water district that provides oversight of established sub-districts within the Upper Salmon River Basins 71 thru 75 and is located within Lemhi, Custer and Blaine Counties. Water District 170, Upper Salmon River Basin, includes all surface and ground water rights in Administrative Basins 71, 72, 73, 74, and 75, except domestic and stockwater rights as defined by Idaho Code §§ 42-111 & 42-1401(A)(11), and rights used for in-stream watering of livestock as defined by Idaho Code §42-113.

A large water district is necessary in the Upper Salmon area to effectively administer water rights that have are licensed by IDWR or are partially decreed by the Snake River Basin Adjudication court. This multibasin district is necessary to ensure proper administration of complex, large-scale water rights and associated agreements such as the Water Rights Consent Decree with the Nez Perce Tribe and the Water Rights Agreement for Wild and Scenic Riverways (see SRBA General Provisions). Although IDWR typically creates water districts following an adjudication, the timing and structure of the Upper Salmon Water District follows largely from an agreement regarding settlement of objections to federal reserved water rights related to the Wild & Scenic Rivers Act (see Water Rights Administration for Federal Wild & Scenic Rivers).
