IWRB Financial Program

IWRB’s financial program assists in the development of the state’s water resources through the construction of water projects as well as groundwater conservation projects and studies. Projects eligible for financing include new construction or rehabilitation of existing water projects. Listed below are example projects.

Statutes

Water Project Loans

IWRB is authorized to award loans for the financing of water projects. The term of the loan can range from 5 to 30 years with the average term of 10 to 15 years. The term of the loan varies depending on the amount borrowed, the scope of the project, the ability of the borrower to repay the loan, and the length of time the borrower requests.

This account was created to financially assist, develop, and support the development of water resources of the state through the construction, rehabilitation, improvement, or extension of existing systems. The funds must be used in the public interest for the development of water projects as deemed by the IWRB. Approved funds are made available to irrigation districts, irrigation organizations, water user associations, and municipal or private corporations. In certain cases, the funds are made available to individuals for financing project costs provided that no loan given is used for feasibility studies except as part of the overall project costs.

Financial support from this program goes to new water projects or the rehabilitation of existing projects, but is limited to the purpose of reclamation, upstream storage, off stream storage, aquifer recharge, reservoir site acquisition and protection, water supply, water quality, recreation, and water resource studies (including feasibility studies for qualifying projects), and flood management. Expenditures from the account provide public moneys for participation in any project constructed using funds from the Revolving Development Account. Grants and loans may be made from the account for any project in the public interest for projects authorized as listed above.

The bond program provides funds for the rehabilitation and repair of existing irrigation projects and irrigation facilities; the construction, maintenance, repair, and operation of water projects; and, engineering, investigation, and promotion costs of water projects. Bonds issued under this program are payable solely out of revenues of the IWRB.

Flood Management Grants

IWRB is authorized to award grants for the financing of flood damaged stream channel repair, stream channel improvement, flood risk reduction, and flood prevention projects.
